Just, define a project : Menu Project » New project
This project will correspond to a local directory *and* its Web-server
or
Go to Options » General options
Select the fifth tab (Web-server)
Enter your local directory (corresponding to the server's root) and enter 8080 as port number
Click OK

Dev-PHP has its own embedded web-server. A web server needs a root : a mounting point - For instance, http://devphp.sourceforge.net/ is corresponding to some local thing like /home/groups/d/de/devphp/.

Set the path to a php-cgi.exe you've already downloaded
Click Ok

Could you check the Dev-PHP CE 2.x [ size 13 MB ]:
