select from main menu: Options->general options->Parser and you browse for php.exe Do the same for php.ini, but from another directory!
Save'n close dialog. select from main menu: Options->open php.ini.
It will open php.ini from the same directory as php.exe. The settings in options dialog is ignored.

Because, that was already issued http://sourceforge.net/tracker/index.php?func=detail&aid=1455205&group_id=54728&atid=474628
Regards, Pierre.
Nota bene : In fact, Dev-PHP was editing the file really used by php-cgi.exe :-D
