Wrong languages in some single words:
Menu: Options-General the window-header is spelled "Opciones" should be "Options"
same menu. menu item Project-debug-Opciones same error
header of same window, same spelling error
in menu item General-syntax the text above the colour boxes is in italian (I guess) Texto, Fondo, not english

I guess you've downloaded the exe alone. The installer is built to instal the "missing" language file.

This is by design ;) All these messages are the default messages (english, spanish and german)
In fact, you've downloaded the "devphp.exe" alone.
You only have to download then run the installer (built with nsis) and all will be fine

Although there's yet another issue here.
Let's say the language for your computer is set to xyztrok (xy). Then, while installing Dev-PHP you've selected the english language (en) because xyztrok (xy) is unknown to Dev-PHP.
* As a xystrokian man, you could translate Dev-PHP in xystrokian see the translators' guide, or
* as a workaround, rename the folder name %devphp%\locale\en to %devphp%\locale\xy
