In more recent years I notice SNMP queries to hardware/devices are maybe given less priority. You could kill a device in the past with snmpwalks. I've seen this with PaloAlto and Extreme switches, and in some cases I've had to perform some polling/scripting outside of devmon to monitor some things. Did you try increasing the SNMP timeout ? and/or retry values for devmon ?
