[Devmon] New -c commandline

I updated those two updated modules for 0.1.1-beta (dm_config.pm,
dm_snmp.pm). But I think I was mistaken when I reported that -c worked.
Seems devmon was just using my old devmon.cfg. I did not realize this
until this morning when I deleted that old file.
