Okay, engaging 'wild guessing' mode. Did you, by any chance, compile your own gcc on this machine? If not, are you running the latest and greatest gcc (3.2.3-53) on it? After browsing online for a bit apparently some people on RHEL3 had a problem applications balking at forks with that error. Have you tried running devmon in the foreground (./devmon -vv -f)? If that works, try suspending it and resuming it in the background. (^Z and then "bg").
