[Devmon] Mailing list changes

While I normally don't see much spam (we have a good spam filtering solution in 
place at work), a few subscribers have mentioned that they get too much spam 
on this list.

So, I have made some changes to the list to try and prevent some of the spam 
that we are seeing. I will be sending a few mails to test the filters, 
hopefully you should not see them ..

Please note however that some filtering options could prevent legitimate mails 
from coming through correctly. The options I have enabled:

- multipart/alternative collapsing
- html mails will be converted to plain text
- Mails with the following attachments will require moderation:
exe
bat
cmd
com
pif
scr
vbs
cpl
gif

(I added gif as a lot of image spam recently has used gif)
