Hello,

yes, this is how it is intended to work. But the problem is that system does not enumerate USB dongle correctly - lsusb sees no USB device attached while it should.

you could try:

modprobe usbserial vendor=0x12d1 product=0x1003

If this doesn't work then maybe DL's kernel is not compiled with the 
necessary support?
