Just experimenting with something, I find that if I load DL (1.3.7, latest) as a new install and refuse all offers of configuration media, and then tell it during boot to load without configuration media, I can't later save-config. When I try it responds: Configuration file device specified "/dev/null" no longer exists! Run save-config again with "-s" switch to search for other locations. So of course I try save-config -s. It responds: Found configuration file location used by boot: using device Please insert Configuration Media in Please insert Configuration Media in Please insert Configuration Media in Please insert Configuration Media in (forever...) This seems awkward; if I need to create/configure my 'configuration media' it seems I have to do so first (including formatting), then reboot (losing any other settings), then accept that offer to save default configuration to this media during boot-up, then make changes and save-config.
