I know nothing about Linux heartbeat, so apologies if I'm way off beam, but couldn't you create a startup script running before heartbeat start-up which symlinks /var/lib/whatever to /etc/whatever, or just amend the heartbeat start-up script to do that? Or you could amend the save-config script to include your directory, but I wd prefer the former solution. Files stored in /etc/... get handled by the save-config script. If you do so I give you the hint to setup the ntp-service and the use the "hbgenmethod time"-statement in ha.cf If you are a bit more descriptive on what you would like to do, I might help you. In my environment I use heartbeat and ldirector along with apache as an active/active reverse caching and loadbalancing web-proxy.
