I checked the build script for ebtables in DL_1.3.4 and found out that the file

$KERNELDIR/net/bridge/netfilter/Config.in doesn't exist!!
				^^^^^^^^^

I don't know exactly what it is for, but in DL_1.2 it is there and ebtables is working.
Maybe you can give me a hint?
