When you boot 1.3, you can successfully go through the upgrade process ?

"Attempted to kill init" usually appears after chrooting attempt if root

I guess it's a crash in initrd stage ( but upgrade-config starts from main system).
However, I associable myself with Heiko's question: Dom, what messages have you
seen just before kernel panic?

Sorry guys the boot process doesn't get very far, the initial boot
screen appears (with choice of screen display or 'm' for memory test),
after it times out then stuff flies past and it quickly hangs with the
screen here http://www.edendevelopments.co.uk/28122007040.jpg.
Evidently this screen isn't much help to you.

I intend to try recreating the CD, and failing this find another
computer to run it on. Then try a BIOS upgrade. But all of this will be
Monday or later.

Thanks for all the input
