This is the current 'stable' release, it's just a little more current then
the official one.
Unfortunately we can't separate out the various releases, it would eat up
too much disk space.
The current development release is 1.3, so you're OK.

No not really. The problem is that our FTP server would grow to a couple
hundred gigabytes. Additionally we wouldn't be able to find mirrors....
