Try running 'adsl-connect' so you can see some output. When that works fine try 'adsl-start'. Also put alot of log options in your config, I think it's like 'log +all' or so. Check your /var/log/ppp.log then for errors. Running pppoe directly isn't supposed to be done, it has to interact with some pppd I think. So that's normal you see garbage on the screen.
