That has nothing to do with the upgrade. The upgrade program
upgrades the /etc/ directory it finds in memory.
What you're asking is for the boot process to untar the old etc
directory if it finds it. I think that would cause more problems
than it's worth.
Maybe we should change the wording on the home page so it excludes 0.5?
