It looks like the detected version of the kernel was 2.2. Going through the configure script on the dhcp package i saw:
2) case $minor in
0) sysname=linux-2.0 ;;
1) sysname=linux-2.1 ;;
2) sysname=linux-2.2 ;;
*) sysname=linux-2.2 ;;
esac;;
so there is no support for linux 2.4? is this a bug on isc dhcp?

I don't believe that this is a bug, it worked fine all the time. Btw, I just checke the ISC website and RC12 is available.
