[Dev-C++] libstdc++-v3 and dev-c++

Woops--tried to post before I joined! Should be fixed now. 

Question: Does anyone have instructions for using the semi-experimental
libstdc++-v3 with dev-c++-v4? I'd appreciate hearing about it.
