[Dev-C++] Can anyone help.

As an exercise I want to write an RS-232 program, and
perhaps later more communication related programs.  Being new to Dev-C++ and C++ programming, I was wondering where I
could find a detail Dev-C++ user manual containing a complete library reference
with programming samples?
