of course you can do and its realy simple, all you need is 
a cgi-bin directory from your webhosting provider put your
programm in this dir and set it executeable. Since most internet-
provider have linux servers you need to compile it under linux,
if you don't have installed linux and dont want to you can try Knoppix,
a distribution which can be booted from CD, the URL where you can
download a image is www.knopper.net.
