Microsoft's Platform SDK contains a dialog editor. It saves the dialogs as
.res files.

I think (IIRC) that it is referencing the wxWindows dialog editor. I
haven't used it much, so can't comment on that. However, take a look at
wxWindows.org and check the links there.
