[Dev-C++] C++ Program Shutdown Look-alike?

Hello.

I need a program to display the windows shutdown screen, turn off the
monitor and sound, and (if possible) the LED on the power button on the
computer?

I would just need the commands for it, but if anybody is up for a challenge
writing the program for me would be greatly appreciated.

I understand if people don't really have the time to make the program, so I
would just need the commands.

Sorry, I forgot to mention that it needs to close the program upon the
pressing of the escape key.
