[Dev-C++] Localization of C programs

Hello,

I would like to know if anyone knows about the information or tuttorilas 
regarding a software localization.
I would like to modify a source of a program correctly works in english 
environment(ISO8859-1) for ISO8895-2, UTF-8 and so.
