#387 Add ability to copy code as HTML or RTF to clipboard

There's already the ability to export an entire file as
HTML or RTF. It'd be nice to be able to select a
portion of text and copy it to the clipboard as HTML or
RTF so it can be pasted into another document while
preserving the syntax highlighting and formatting.
SciTE has the ability to do this for RTF.
