#282 Support for Microsoft Visual C++ Toolkit 2003

Since Microsoft has released a free version of the Visual
C++ 2003 compiler and linker (without IDE), it would be
nice if Dev-C++ could use it, along with the "platform
SDK" also freely downloadable.
