#260 easy enabling of debug mode like msvc

Microsoft visual studio has a listbox in the main window
where you can easily change from debug to release
mode. Perhaps it would be a usefull addition to dev cpp
to have this in the main window. That would be easier
that going to project options etc.

I agree with this RFE. It would be VERY useful to go between
the release and debug builds without having to change the
list of libraries to be linked by hand!
