#137 'Comments' file with 'links' in source file

It would be cool to have a 'comment' file auto-created
when a Dev project is started and auto-opened when
a .dev file is opened.

How it would work: In any source code file (.C/.H) we
could right click at any part of the source and choose
some option like "Add Comment Link". The comment
file tab would pop and we would be able to write the
comment. A little bitmap would always appear at that
part of the source. Double clicking it would take us to
the comment file, right into that comment.

Just to make the source file more clear... Sometimes
we would still use / comments / or // comments for
comments that we want people that read our source to
understand. But sometimes we add comments for
ourselves that dont need to be exported when we save
the .c and send to someone...
