#116 Adding .dev files to projects

Wouldn't it be nice if Dev-CPP supported adding .dev
files to projects.. RHIDE (IDE for DJGPP) has this
feature and it is really nice. Eg one project could be a
static lib and another project uses this lib, automatically
rebuilding the lib if any of it's source files has changed.
