I love the package manager, however it can be a pain to find the package you require.
I have just spent 30 minutes trying to figure out which package -lintl relates too.
How about showing the library in the update manager?

The information displayed for a package is determined by the package contributor.
This is a user community not the developer community.
At the top of the forum is a menu Tracker->feature requests. That is where feature requests should be submitted. Don't hold your breath though, Dev-C++ is not currently actively developed, and to be frank has far more pressing enhancement needs.
You know that you can just use a library directly, you don't need a DevPak. You may have to build it from source yourself however.
