You can get it by running update (and a lot of other neat and useful packages as well). Update can be found by going to:
Tools:Check for Updates/Packages
As a matter of course, once I have started update, I shut down Dev, as update may want to chage something its using.
Make sure update puts the help file where its needed. I haven't done it in a while (and I have a bad memory), but I remember trying to start help, it told me where it was looking for the file and I moved it there.

Yeah, btw, the help file is in a DevPak now, so you don't have to worry about unzipping and such. All you have to do is add it to the help menu =)
