At the risk of saying something that sounds insulting (it is not intended to be), because project options are peculiar to the project in question, they are not enabled until you are actually working with a project.

I have this same problem, and no one is trying to help. It seems like a simple
problem, but if the software just doesn't open it, or crashes, then there
really isnt much the programmer can do about it. I'm thinking its a setting
somewhere that makes it do that, but I'm not sure of anything, so don't take
it literally. Also, I didn't even add anything to the default console app, and
I still cant open the project properties or options without the program
crashing. I'm not really able to use this app unless I can open it.

Boo hoo! Where did you ask for help? Someone will almost always help if they
have something useful to say. The OP's problem appears to be that he had not
actually created a project; that does not sound like the problem you describe,
so do not hijack someone else's thread for your own purposes.
