Am using XP Pro and read that one of the recent changes was to put this cfg file into /user directory. But it's not there, or anywhere else for that matter.

Its there. I have XP too. It is down in the Documents and Settings directory, several directories deep. Because some of the folders are hidden, find will not find it...

on windows xp... if you are logged in as a local user this should give you half the battle...
goto run
type in cmd.exe and hit enter
thats it... should show you the complete user directory... append to that
local settings/application data
