Nobody/Anonymous - 2002-12-06

I upgraded to version 4.9.7.0 on my WIN95 system. I have run Uninstall which run and terminated correctly. However, I did not delete the directory because of all the prject,  help files etc which I collected. After upgrding, the previous version started up!!!  All Uninstall did was remove  the shortcut entry from the program folder.
I removed the folders ,deleted all registry entries relating to Dev C++ and reinstalled version 4.9.7.0 "fresh".
Installation ran without errors.  I can create projects, compile and run them OK, even Gtk projects. The problems start if I modify anything in any file even adding a comment. The next command will hang the machine.
I also observed the resource editor is completely inoperative.
vUpdate does not work (I could never get it to work in previous versions either), Server error. I have followed all previous threads of this forum.

Have I created the problem or is it Dev C++?
Can anyone help?
