yes, as long as you aren't using any 3rd party libraries, whose license might put restrictions on your code

It would have to be pretty awesome to find a market. Console apps are not generally popular.
I only ever paid money for one Win32 console app. (ZTreeWin - http://www.ztree.com/index.html), and even that is probably only interesting to those who grew up with the DOS X-Tree program that it is a clone of.
BTW I'd reserve 'awesome' for those 'hey look, there's Mount Everest' moments; otherwise you'll run out of realy good superlatives when you really need one. Surely your program will be 'mildly interesting' at best? ;-)

While this isn't totally wrong, it is also dependend on various factors such as the domain for which you develop software, there's lots of non-GUI software in various areas that's still frequently being implemented using console apps, in fact most financial and medical software that I've seen so far (and I've seen lots!) is usually implemented as some sort of console app that's run within a DOS box.

Of course... niche vertical markets. To describe a program as 'awesome' I would expect it to have broader appeal. I would not trust ny finances or by health to soch an approacj to marketing (or devleopment for that matter).
Applications in the domains that you mentioned are not often console apps because that is what the end-user wanted, it is more often a case of building on legacy systems and a general conservatisim within those target markets. A fancy GUI would not impress a customer who's entire wealth just disappeared in a BSOD!
