You need to put debugging mode... in v4.9.3.0

When I try to debug using version v4.9.3.0, it gives me "You need to put debugging mode on before debugging"
What is the debugging mode?
Do I have to download some extra stuffs?

  Select the "Tools\Compiler Options" menu item
  Go to the "Linker" tab of the Compiler Options dialog
  Check the "Generate debugging information" checkbox
