F1 does not bring up help on functions

F1 is supposed to bring up help on winapi functions and such,
right? it isn't working as its supposed to then, what do I need
to set/fix or do to get that back working?

  curious as to how to code many api funtions
  (the definitions, what the variables are for, etc),
