then you should get a black console screen. Click on your file and drag and drop it into the window. The full path will appear in the prompt. Then make the dos window active by clicking on it and hit enter.

Go to DOS prompt, CD to directory containing .EXE file and then type the filename.

Fast way:
Open the folder containing your file.
Click Start->Run
Type "cmd" for WinNT, 2K, or XP
