Is there any information on either creating DevPak packages, or manually installing packages compiled with cygwin?

I'm currently trying to work on an application that uses wxWindows and xmlrpc-c (which depends on libwww-w3c). There are no xmlrpc-c or libwww-w3c packages, and manually entering in all of the libraries is very time consuming.
