First be-aware that DevPaks.org contains user generated content, and is not
the official update site for Dev-C++, and that the Dev-C++ package has not
been updated in a while and is not likely to do so.
If the security and provenance of these files is critical to you, and you wish
to use a more up-to-date MinGW/GCC, then get the files directly from www.mingw.org.
If you would still rather use the DevPak, then you can always go directly to devpaks.org, , where you will find the files in the
MinGW section, the .devpak file extension is associated with the Dev-C++
Package Manager, so double clicking the files after download will install
them.

I would be surprised in GCC-4.5 worked with Dev at all. Dev is far too old.
