In this link from 3rd line 3rd link, I downloaded jpeg library.

I'm in Windows 7 with Devc++ 4.9.9.2

I went all over their documentation for compiling it.
but, always the result is negative.

Pls.., can you guys give me a step by step instructions how to compile it.

The latest release of Dev-C++ (4.9.9.4) dates back to 2005.
Both Windows Vista and Windows-7 are newer than release 4.9.9.2.
Colin LaPlace abandoned Dev-C++ after this release.

Dev-C++ seems to work (with caveats) with Windows-XP.
Dev-C++ is known to have problems with Windows Vista.
I do not believe that Dev-C++ works with Windows-7.
