What version do you have? It's just that I don't know since which one the .devpak installation is available, because in version 4 the Install button didn't exist in the Package Manager (so I don't know why the Package Manager was included with this version). The .devpak installation is available in the newest version of Dev-C, just do what someone mentioned above: Tools -> Package Manager, the Package Manager opens and you can click on Install Package, if you can't find this option, then download a newer version of Dev-C.

I don't know what version of Dev you have, but in the one I have you select Tools>Package Manager, and click install.

I am always running the latest version. Currently Dev 4.9.7.4 with gcc 3.2
