windres failure

Is there a problem with windres.exe.?

Anytime it is run, it fails. I've tried it with different projects including the WinAnim project with Dev-C++ and I always get an error.
Also, vRoach claims there is some DLL missing: ws2_32.dll. What is that? Where can I get that?

Here is the error I get:

windres.exe -i SDL60_private.rc -I rc -o SDL60_private.res -O coff
windres.exe: no resources

Also, I'm running Windows 95!
