Am I correct in my assessment that the new release is using gcc-3.4?
If so, to what degree have the dev-packs or will the dev-packs need to be updated?

correct - 3.4.2
definitely all c++ packages, with c theorhetically 3.3.1 ones should work with 3.4.2
user should look at the name of the package, which should contain the required version of gcc: http://www.devpaks.org/devpak-rules.php
