This linker error shows up when two different installations of MingW exist on the same machine. Remove the version NOT installed with DevC++ and you'll be fine. I have not determined the exact location of the error in order to come up with a source workaround.
(In my case, it was compiling an out-of-the-box windows project from the DevC++ templates, removing MingW fixed the problem.)
