#702 Dev-C++'s searching for binaries

Dev-C++ 4.9.9.2 searches for and runs/accesses binaries in the current directory first when loading a file from explorer even when directory for binaries is set. It thus runs different versions of the binaries or malicious code if binaries with the same names were placed in the folder containing the Dev-C++ associated file.
