#696 Ctrl+Alt+. comments line

In the editor, if I press 'Ctrl+Alt+.' (or just 'AltGr+.'), the line is commented. Shortcut for commenting a line is just 'Ctrl+.'. I use Czech keyboard layout and 'Ctrl+Alt+.' or 'AltGr+.' should result in the 'greater than' character typed. In Notepad and many other editors (including this editing field on the web), it works this way. The only way for me to type the '>' character is to switch to the EN keyboard layout, type the '>' character and switch the keyboard back to CZ mode.
