There's appears to be some type of problem loading the .layout file for a project.
This problem occurs intermittently when opening a Dev-C++ project. Upon attempting to open the project, Dev-C++ pops-up a window saying an error has occurred and asks whether to Continue or Terminate (there are a couple other options as well).
This problem can be resolved simply by deleting or moving the .layout file, opening the Dev-C++ project which opens correctly without the .layout file but does not remember any cursor positions or open files, close the Dev-C++ application, then copying the .layout file back and opening the Dev-C++ project again and all the setting in .layout have been restored.
