#641 Interface: dual monitor resolution initialization

I just posted a comment on this problem, but I decided
to report this bug anyway.

My system:

WinXP sp2
Monitor1: 19201440
Monitor2: 1024576

-Run DevC++ >> window opens at resolution of smaller
monitor, unable to resize larger than that resolution.
All else within the application seems to work/resize
properly.

My workaround:

-Turn off the smaller monitor in windows (I have only
one monitor now)

-Run DevC++ >> everything resizes properly (and does
not exceed my screen resolution.. )

-Turn on my small display and everything works OK as if
this bug never existed.
