Yes, in older versions the ..\Progra~1... worked fine, but
in the newest it simply doesnt work!!!
After trying to install to "C:\Progra~1\Dev-Cpp" it says:
"Installation directory can not contain: '~'. Only letters,
numbers and ':-_\' are allowed.". The same thing for the space.
This stupid check MUST be removed in the near future (adding
'~'), because it seriously makes Windows systems dirty...

I simply did not want to have Dev-C++ installed in an ugly
directory, so I decided to install it somewhere and than
correct all the paths in all files. The interesting thing
about this is that I found out (at least it seems so) that
the path is not even stored in Dev-C++ directory. It is used
only for the creation of shortcuts. So after manually
correcting them everything looks to work well (a Hello World
program works fine).
So a workaround: Install anywhere, move to where you want to
have it, correct shortcuts to it.

I redownloaded the installation program for Dev-C++ 5 beta 9
release (4.9.9.2) now directly from
"http://prdownloads.sourceforge.net/dev-cpp/devcpp-4.9.9.2_setup.exe"
and tryed to install it under Windows XP SP2 into
"C:\Progra~1\Dev-Cpp" and it rejects this directory!
In older version it worked fine (as far as I remember), but
now it doesn't anymore!!!

Did you always have SP2? If not, then maybe try and see if
the old version installs on your system now (if it doesn't
then we'll know it's an SP2 problem). I have the stable
release installed in a directory that has whitespace, so it
is likely a beta problem...suppose that's expected for a
beta release ;)

Sorry that I submitted a new bug report since I didn't see
this one at first. I'm in the same boat in that I have SP2
and had to install in the c:\ directory. It wouldn't
accept "Program Files" or "progra~1".
