#585 Silent Install is not silent

When running the installer with /S, it should be
silent. This would make Dev-C++ more
deployment-friendly. However, there are two
confirmation dialogues:

1. A warning not to install on top of another distribution
2. A prompt that asks if you want to install for all users

A silent install should probably assume "yes" for both.
Optionally, provide some sort of parameter to specify these
associations.
