#566 Window resize not possible when moved to a larger screen

Situation: Using DevC++ in a 2 CTR environment where
the main screen is smaller.
Problem: DevC++ starts at the main CRT. When the window
is moved to the larger screen then the window can ont
be resized above the limits of the small screen.
